At Least 98 Palestinians Have Died in Custody Beginning in October 2023, Official Figures Shows
Based on information from Israel, a minimum of 98 detainees from Palestine have lost their lives during detention starting from October 2023. An advocacy organization located in Israel has reported that the actual figure is likely substantially higher, due to many of unaccounted for people originating in Gaza.

Non-Combatant Fatalities
Confidential government records suggests that the majority of Palestinian prisoners from Gaza who died in jail were civilians, according to a simultaneous inquiry.
In May of the current year, a military intelligence database following all militants in Gaza, a list of more than 47,000 named individuals, listed just 21 fatalities in detention. By that point, 65 individuals from Palestine from Gaza had died in prison.
Custodial Environment
Physical violence, mistreatment, and other abuse of detainees from Palestine is now standard practice across Israel’s jail system over two years of war. Senior officials have openly admitted starvation rations and an below-ground detention center holding detainees who are denied sunlight.

Organized Maltreatment
The systematic abuse came with a troubling surge in deaths recorded across at least 12 civilian and military facilities in Israel. During the previous decade prior to the hostilities, there were on average several deaths a year.
“This isn’t merely an isolated incident here and there. It is systemic and it will continue,” an official commented, partly due to the fact there is a culture of near total impunity for killing and mistreating detainees.
Only a single instance of assaulting prisoners has proceeded to court, with the service member given a penalty to seven months. An attempt to charge additional individuals over a severe beating including assault led to right-wing protests and the arrest of Israel’s chief legal officer, with the suspects now insisting that charges against them are dropped.
Absence of Consequences
“Despite this significant total of deaths, during 24 months not a single person has been arrested,” the representative noted. “There exist no prosecutions over any fatality.
“During the time these policies remain in effect, each Palestinian individual in confinement is in danger, even the healthy ones, even the juveniles who have no health problems.”
Notable Incidents
Several casualties in confinement have been widely reported, including a middle-aged hospital director who perished in prison after four months in custody.
A prisoner detained alongside the individual testified that he was taken to the yard by correctional officers immediately preceding his passing, visibly injured and exposed from the lower body. His body has not been repatriated to Gaza.
Additional detainees who perished in confinement by Israeli authorities stay unnamed. Detention administrators and armed services gave investigators with the figure of fatalities in detention, and minimal additional information such as the location where they perished, but without the detainees’ identities.
Recognition Difficulties
In 21 cases, mostly people from Gaza, researchers could not to match the minimal data provided by authorities to a fatality recorded by rights organisations, by means of testimony from released detainees or coverage in the news outlets.
The prisoners’ relatives may not know about their relatives’ casualties as well, as Israel has impeded efforts to track Palestinian individuals it is confining. Over half a year at the start of the conflict, the Israeli military declined to give essential data about the whereabouts of thousands of individuals held in Gaza, effectively carrying out a policy of unacknowledged detention, per the rights monitoring body.
Limited Transparency
